Important Message for CA Title X Agencies
As you know, the CFHC system is implementing family planning performance measures into Delegate Agencies’ scope of work for 2008. These Performance Measures are nationally approved quality improvement measures for the provision of family planning services. Fifteen (15) core measures will be collected from all Title X clinic locations in California by several methodologies:
- CFHC’s Centralized Data System
- Chart review
- Review of clinical tracking systems
The exact methodologies are being reviewed by CFHC’s Performance Measures Advisory Committee, made up of clinical providers from Title X agencies and representatives from state family planning and STD programs. The Advisory Committee will be meeting this summer to review and provide input to the process. I am attaching a draft version of the list of Performance Measures at this time. We will distribute the final Performance Measures list to you once the measures and data collection methodologies have been finalized.
The implementation of the collection of these measures will have implications to agency staff in that some measures must be collected through chart review and review of clinical tracking systems. When at all possible we will use CFHC’s centralized data system to capture the measures; however, not all measures are being submitted to CFHC through electronic data files and require manual review.
CFHC will be conducting a mandatory web-based training in October for Delegate Agency staff to review the measures, the procedures for collecting and submitting them, and the tracking systems that need to be in place in order to do so. There will be two training sessions offered, on October 23rd and October 25th. We will send out a training packet in September and ask you to RSVP for one of the sessions. You should plan to have the staff person(s) at your agency attend who will be responsible for the chart and clinical tracking review in 2008.
