After a vote in the Senate on Saturday, December 17th, appropriations for fiscal year (FY) 2012 have now cleared Congress and the final spending bill is awaiting the President’s signature.
The Senate passed H.R. 2055, the “Military Construction and Veterans Affairs, and Related Agencies Appropriations Act,” the vehicle for the omnibus appropriations, by a vote of 67-32. This bill mirrors the bill passed by the House of Representatives last Friday afternoon by a vote of 296-121.
The final FY 2012 appropriation for Title X is $296.8 million, a $2.6 million (0.8%) cut from FY 2011 funding. This cut represents a $2 million cut to Title X plus a 0.189% across-the-board cut to all programs within the Departments of Labor, Health and Human Services (HHS), and Education.
Based on the current political and economic climate and the wide gulf between the Senate and House funding levels for the program ($299 million and $0 respectively) at the start of the FY 2012 appropriations process, the less than 1% cut for the program is among the best case scenarios we could have expected.
