The new federal fiscal year (FY 2012) starts on October 1, 2011 and Congress has just started the process of putting together the FY 2012 spending bill.
Yesterday, the Senate Labor, Health and Human Services and Education (Labor-HHS) Appropriations Subcommittee marked up its appropriations bill that funds Title X at its current FY 2011 funding level of $299.4 million.
While the "flat-funding" of Title X in the subcommittee's mark-up can be seen as a positive action in the current political and economic climate, there is still a long way to go before the FY 2012 budget is finalized.
Instead of the House Appropriations Subcommittee marking up their own budget bill, House leadership announced their plan to move a short-term continuing resolution (CR) through that would fund the federal government through November 18, 2011 at a level of $1.043 trillion, the amount established in the debt-limit deal (the Budget Control Act) passed by Congress last month. The CR includes a 1.4% across-the-board cut from FY 2011 levels and is expected to pass the House later this week.
